Missouri sports betting advocates retaliate against lawsuit challenging signature validity


Winning For Missouri Education is defending itself against a lawsuit challenging the validation of sports betting legislation being added to the state’s November ballot. The lawsuit was filed by political consultants Jacqueline Wood and Blake Lawrence, alleging that the signatures collected to bring the legislation to the ballot were gathered in an illegitimate manner. However, Winning For Missouri Education collected over 340,000 signatures, well above the required minimum of 180,000. The campaign to bring sports betting legislation to the ballot was partially funded by DraftKings, contributing over $5.5m.

The lawsuit claims that the signature thresholds were not met in four of the eight congressional districts due to changes in district boundaries after the 2020 election. Winning For Missouri Education argues that they followed Missouri law in gathering the necessary signatures. The Cole Country Circuit Court has scheduled a hearing for September 5 to address the issue.

If passed, the sports betting legislation would allow the Missouri Gaming Commission to oversee online sports betting, gambling boats, professional sports betting districts, and mobile licenses in the state. Operators would pay a 10% wagering tax on revenue and license fees would be determined by the MGC. Wagering would only be permitted for adults over 21 physically located in Missouri. The state government estimates that sports betting could generate nearly $12m in license revenue and up to $29m in annual tax revenue. Missouri voters will have the opportunity to decide on the legislation on November 5.
