JEFFERSON CITY, Mo. — Missouri lawmakers have finalized a $53.5 billion budget after a week of negotiations, exceeding the initial proposals from state leaders. A standout feature of the budget is the allocation of $50 million to the MOScholars program, which aids families in underperforming school districts seeking private education or homeschooling options. Launched in 2021, the program previously relied on private donations, amassing around $18 million.

"This state funding enables us to reach substantially more children than before," said Governor Mike Kehoe, emphasizing the program’s expansion. However, Democrats raised concerns regarding public education and church-state separation, though these issues were notably absent in the final House debate. Representative Betsy Fogle underscored the commitment to traditional public education, asserting that the foundation formula is now fully funded.

The budget also introduces a controversial higher education funding bill, which withholds funds from institutions maintaining diversity, equity, and inclusion (DEI) programs. Black lawmakers, including Representative Yolanda Fountain Henderson, voiced strong objections, pointing out the discriminatory implications of the language.

Despite the end of federal COVID-19 relief, Missouri maintains a robust financial position with a $3.7 billion revenue surplus. Budget Chairman Dirk Deaton reassured that funding for Lincoln University, which is rooted in DEI principles, is secure. Governor Kehoe retains line-item veto authority and has yet to announce plans for any targeted spending cuts. Analysts forecast revenue growth for the next fiscal year, cementing a positive outlook for Missouri’s financial future.
