Activists Push Back Against Legislative Measures Targeting Citizen Initiatives

St. Louis, MO — A grassroots movement led by Toni Easter, co-founder of Respect Missouri Voters, is gaining momentum as activists in Missouri and across the nation fight back against legislative measures aimed at undermining citizen-led initiatives. Following successful ballot efforts, including one to protect abortion rights, Easter’s group is rallying support for a potential 2026 initiative that would prevent lawmakers from overturning citizen-approved measures.

Easter’s concerns highlight a broader trend observed within conservative-led states, where Republican lawmakers are increasingly imposing restrictions on ballot measures that align with progressive ideals. From signature collection hurdles to raising the voting threshold for initiatives, state legislatures are reportedly trying to sidestep the democratic will of the people.

"State lawmakers have been using their power to subvert the will of the people," said Chris Melody Fields Figueredo, executive director of the Ballot Initiative Strategy Center. The group’s findings show a significant surge in legislative attempts to restrict ballot measures, with nearly double the number of bills introduced this year compared to 2023.

Laws in states such as South Dakota and Florida are already making it harder for citizen initiatives to succeed. South Dakota’s proposed 60% passage threshold, which mirrors Florida’s, has thwarted recent efforts to enshrine abortion rights and legalize recreational marijuana, both of which garnered majority support.

Meanwhile, GOP-controlled legislatures in Arkansas, Oklahoma, and Montana have implemented measures that further complicate the voting process for citizen initiatives.

Easter’s initiative aims to empower voters, revealing a growing resistance against perceived disenfranchisement. As she rallies funding and volunteers, she emphasizes, “If successful, we could actually have effective governance that represents us and our needs.”
