Two former corrections officers, Justin Leggins and Bryanne Bradshaw, appeared in court on Monday to face charges of second-degree murder in relation to the death of Othel Moore Jr. in the Jefferson City Correctional Center. Moore died after stopping breathing in a full-body restraint system on Dec. 8, 2023. The case also involves Jacob Case, who is charged with second-degree murder and third-degree assault but did not appear at the hearing.
The investigation by KMBC 9 found a nationwide pattern of misuse of full-body restraint systems by law enforcement, resulting in deaths and injuries. The investigation revealed a lack of training, standard policies, and proper medical checks for inmates in restraint chairs. It also found that tasers and stun guns were used against inmates in these chairs, leading to health complications and even deaths.
Moore’s sister, Oriel Moore, expressed her feelings about her brother’s death in a new KMBC 9 Chronicle episode. She emphasized the need for compassion and care for inmates in such situations. The documentary sheds light on the issue and airs on April 27 at 9 p.m. on KMBC. The judge set a new court date in 60 days, allowing time for further discovery in the cases against the former corrections officers.
