Missouri lawmakers consider overturning voter-approved measures upon returning to Jefferson City | KCUR

State lawmakers in Missouri have returned to Jefferson City for the second half of the 2025 legislative session, with eight weeks remaining to pass bills. This year, more legislation is expected to be sent to Gov. Mike Kehoe’s desk compared to past sessions. The lack of division between the far-right Freedom Caucus and Republican leadership has led to smoother operations and the passage of bills in both chambers.

One major priority for Republicans is placing the St. Louis Metropolitan Police Department under a governor-appointed board, which Kehoe intends to sign into law. Additionally, there is a focus on passing a smaller budget this year due to less federal funding available.

Other key priorities for Kehoe include reducing and eventually phasing out the state income tax, which has been the subject of several bills making their way through the legislature. Lawmakers are also considering changing or repealing voter-approved measures, such as Proposition A, which raised the minimum wage to $15 an hour by 2026 and mandated paid sick leave.

The session is expected to see debates on tax bills, including reductions in personal property taxes and income taxes, as well as potential changes to voter-approved amendments like Amendment 3, which overturned the state’s near-total abortion ban. Any proposed amendment would require approval from voters. Overall, the rest of the legislative session is anticipated to be busy as lawmakers work to pass important bills and address key issues facing the state.
