A proposed constitutional amendment to reinstate Missouri’s abortion ban has advanced in the Senate after a GOP lawmaker who opposed exceptions for rape and incest survivors stepped down from the committee. The bill, sponsored by Sen. Adam Schnelting, would allow exceptions up to 12 weeks gestation for survivors who reported the assault to police. Sen. Moon, known for opposing abortion exceptions, has filed legislation to impose criminal penalties on women who end their pregnancies. Another amendment, sponsored by Moon, seeks to define a “person” as every human being from conception to birth. Planned Parenthood has begun offering procedural abortions after a judge struck down many of the state’s abortion regulations.
The proposed amendments banning abortion could directly conflict with a previous amendment that protects reproductive health care rights, including abortion up to fetal viability, approved by voters in November. The issue remains a priority for the GOP-led legislature, with multiple bills related to abortion access being considered.
