State Control of St. Louis Police Bill Approved by Missouri House

The Missouri House of Representatives has passed a bill to return the St. Louis Metropolitan Police Department to state control and Governor Mike Kehoe plans to sign it later this month. The bill would reverse local control of the police force that was granted in 2012. Instead, the department would be overseen by a board consisting of the mayor and five commissioners appointed by the governor.

The bill also includes statewide changes to criminal justice, with provisions such as determining the size of the police force by the board and requiring the city to phase in a budget commitment to the department. The original bill had several provisions removed at the insistence of Senate Democrats, but ultimately passed the House.

St. Louis Mayor Tishaura Jones and Alderwoman Cara Spencer have voiced opposition to the bill, calling it disrespectful and cowardly. However, the St. Louis Police Officer’s Association supports the bill, citing the need for better support for officers and an improved administration. The Ethical Society of Police also supports the bill, citing improvements to morale, facilities, training, staffing, and civilian employee support.

The passing of the bill has sparked controversy, with some viewing it as an attack on the city and an overreach of power. However, supporters believe it will lead to a safer city with additional policy changes aimed at addressing issues such as missing and murdered African American women and girls, stunt driving, and organized theft rings. The bill is seen as a step towards much-needed improvements for law enforcement, civilian workers, and citizens in St. Louis.
