Missouri Senate makes changes to bill potentially placing St. Louis police department under state jurisdiction


Missouri Senate adjourns without passing bill to return St. Louis Metropolitan Police Department to state control. The bill underwent changes, with the Senate giving the governor power to select all four nominees for the police board. The mayor would be the fifth voting member, and a sixth non-voting member would be appointed by the governor. In addition, St. Louis would have to spend a quarter of its general revenue on policing. The changes followed a 10-hour filibuster, with Senator Steve Roberts noting improvements while criticizing Mayor Tishaura Jones for lack of engagement. The bill also includes provisions to double department liability, prevent shackling pregnant women by law enforcement, and offer restitution for wrongful convictions. Some senators, like Roberts, remain opposed to the bill, while others, like Sen. Nick Schroer, see it as a positive step. Senator Karla May is against the state takeover, citing concerns about power, control, and financial implications. The bill will need to go back to the House if passed by the Senate. 98% of SLMPD officers support the bill.
