Missouri betting regulations delayed until summer

Missouri’s Secretary of State, Denny Hoskins, has rejected emergency sports betting rules proposed by the Missouri Gaming Commission, causing a delay in the anticipated June launch of sports betting in the state. Hoskins stated that the emergency rules did not meet the criteria for immediate action as required by Missouri law and will instead go through the standard rulemaking process, allowing for public input.

As a result of this rejection, the go-live date for sports betting has been pushed back to the fall, with the Missouri Gaming Commission stating that the emergency rules did not receive approval due to not meeting legal requirements. The commission plans to proceed with proposed licensing rules that will become effective in August 2025, working towards the mandated start date of sports wagering by December 2025.

In addition to the rejection of the emergency rules, there is uncertainty surrounding the interpretation of the number of skins available to casino companies in Missouri. It is possible that the Missouri attorney general’s office may change how the law is interpreted, potentially affecting the number of mobile sportsbooks allowed in the state.

Despite the setback, regulators in Missouri are working to ensure that rules are approved in time to begin the application process for sports betting licenses. The delay caused by the rejection of emergency rules may push the opening of the application process against the start of the 2025 NFL season, set to begin in September. Hoskins, who has been involved in efforts to legalize sports betting in Missouri, remains committed to updating gaming policies in the state.
