Tax credits proposed to increase child care access in 2025 Missouri legislative session, among numerous bills filed


State Rep. Brenda Shields continues to push for tax credits to support affordable child care in Missouri, a priority blocked by the Freedom Caucus in the state Senate for the past two years. With key opponents no longer in the Senate and support from Gov.-elect Mike Kehoe’s staff, Shields remains optimistic about passing the package. The bill aims to provide tax credits for contributions to child care programs and investments in expanding providers to address the child care crisis in Missouri, where nearly half of children under five live in child care deserts. In addition to this, numerous bills have been proposed in the Missouri House for the 2025 legislative session, including increasing income limits for property tax credits, allowing utility companies to include construction costs in rates, and doubling boarding fees for casinos. The legislative session begins on Jan. 8 with Republicans holding the majority, meaning Democrats will need GOP support for their proposed bills. State Rep. David Tyson Smith’s bill to repeal a provision in a major education bill and State Rep. Doug Clemens’ bill to add transparency to political advertising are among the Democratic proposals. Despite the challenges in moving these bills, lawmakers are determined to address important issues and make a difference in Missouri politics.
