Richmond, Missouri: Two Undocumented Venezuelans Arrested for Bank ATM Skimming
RICHMOND, MO — In a significant local law enforcement operation, two undocumented Venezuelan men have been arrested for allegedly using a skimming device at a Bank Midwest ATM, leading to close to $6,700 in losses for at least 45 victims. The suspects, identified as Darwin G. Moreno-Conde, 24, and Yorbin Y. Allen-Hernandez, 44, were apprehended last week in Kirkwood, Missouri, following a broad search that extended across both the Kansas City and St. Louis metropolitan areas.
Richmond Police Chief Scott Bagley noted that similar ATM skimming incidents have been reported throughout the metro area in recent months. Court documents reveal the pair primarily targeted Bank Midwest ATMs in various locations, including Richmond, Lee’s Summit, Liberty, and Raymore in Missouri, as well as Edwardsville in Kansas.
The investigation gained momentum when Edwardsville police noticed a suspect attempting to install a skimmer at an ATM. While a pursuit of the suspect was unsuccessful, police recovered an ID belonging to Allen-Hernandez. Richmond police later obtained surveillance footage showing the vehicle involved in the scheme, which led investigators to track the license plate to Kirkwood.
Both men face felony charges of first-degree property damage and stealing. Given their undocumented status and perceived flight risk, they are currently held at the Ray County Jail on a $250,000 cash bond. Allen-Hernandez has already been ordered deported by a Detroit immigration judge, while Moreno-Conde faces an immigration hearing in Dallas this August.
Chief Bagley emphasized the need for accountability, stating that undocumented individuals committing crimes should be held to the same legal standards as all residents. An ongoing investigation is expected to yield further developments in this case.
