The internal memo obtained by NBC News blames the Federal Aviation Administration for the issue, and efforts are being made to address the problem through potential contractor assistance. The Department of Homeland Security has consistently requested more funding for surveillance systems repairs, but a bipartisan bill earlier this year was blocked by House Republicans, delaying improvements.
