The Biden administration has discussed this issue with the Mexican government. Russia’s actions in Mexico form part of a broader aggressive posture by its intelligence services across the globe, including sabotage, cyberattacks, disinformation campaigns, and assassination plots. The presence of Russian intelligence personnel in Mexico has grown significantly, with the largest portion of GRU members in the world currently stationed in Mexico City, according to Air Force Gen. Glen VanHerck. Mexico, traditionally maintaining friendly relations with Russia and Cuba, has become a convenient environment for Russian agents due to the low risk and proximity to the U.S., enabling close oversight of operatives in the U.S. and other operations. Former cases of U.S. citizens spying for Russia in Mexico highlight the history of Russian espionage in the region. U.S. officials are also concerned about Russia’s effort to manipulate the information landscape in Mexico through state-funded media outlets and false reports to sow social divisions and influence public opinion.
