Missouri counties are struggling to cover the cost of holding individuals in county jails before and after a conviction, with the state failing to fully reimburse them. Missouri is unique in reimbursing counties for pretrial days, unlike other states where reimbursement is only provided after a state conviction. However, a recent report found that Missouri incarcerates its residents at a higher rate than the national average, leading to increased costs for counties.
Efforts have been made to address the issue, such as the Missouri State Justice Reinvestment Task Force, which identified the need for more investment in public defense systems. Lawmakers have proposed bills to eliminate pretrial reimbursement and increase post-conviction rates, but have faced challenges in gaining traction. Brown plans to reintroduce a bill to raise the reimbursement rate next year, aiming to alleviate the financial burden on counties. The state of Missouri is facing pressure to address these issues and find solutions to support local governments in covering the costs of holding inmates.
