POLITICO’s New York Playbook

Mayor Eric Adams is facing opposition to his proposed budget cuts and the reasons behind them. While Adams insists the cuts are necessary to offset the cost of sheltering migrants in New York City, opponents argue that the city’s current financial situation is not solely due to the migrant crisis. A rally organized by the teachers union and other labor leaders, youth groups, and left-leaning advocates is set to protest the proposed cuts to public schools and other municipal services. The rally will be followed by a City Council hearing in which Adams’ budget director Jacques Jiha will be questioned over the spending plans.

Council members and their union and community partners have proposed alternative steps to find cash other than cutting from most agencies, such as seeking reimbursement for state funds and reviewing unnecessary tax breaks. Furthermore, there is evidence of slow growth in the city’s economy, suggesting that the proposed budget cuts may not be the only solution to the economic challenges faced by the city. Opposition to Adams’ budget cuts is growing, with over 80 percent of city voters expressing concern about service reductions, and council members, progressive Democrats, and independent organizations joining forces to fight against the budget cuts. Even within the mayor’s administration, there is concern about the proposed cuts, including impacts on the NYPD, public libraries, and schools. Mayor Adams is also facing personal and political challenges, including a federal investigation. The majority unionizing of the New York City Council staff indicates growing opposition within the Council, with Speaker Adrienne Adams requesting a meeting to address the situation.

In response to these challenges, Mayor Adams is appealing to black voters and lower-income households in an attempt to garner their support. During his monthly radio show, Adams emphasized his working class roots and dismissed the negative publicity as sensational and based on rumors and lies. He vowed to fight back against political opponents who are trying to bring him down, citing his commitment to the people of New York City. With growing opposition within the City Council and an increasing number of unions and community organizations against his proposed budget cuts, Adams is facing a difficult road ahead in implementing his budget plans.
